Job description

The Projects HSE Coordinator (Coordonator SSM pentru santiere temporare sau mobile) will plan, supervise and monitor of specific project activities from an HSE perspective, as per RO Legal Requirements by managing of HSE related items and associated reporting activities from client perspective, as per legal and BSOG requirements.

The position will be based onshore in GTP Vadu office during project implementation activities.

Key responsibilities:

  • Develop the Project specific HSE Management Plan and specific HSE documents as per HG 300 /2006 for respective project in cooperation with contractor;
  • Monitoring compliance of contractor and associated sub-contracted companies’ personnel working on the project site, with the applicable HSE standards and procedures requirements of contractor, as described in their HSE documentation, including bridging documents (Conventii SSM/SU/PM);
  • Participate in risk management process, related to respective project;
  • Assist contractor in preparation of specific risk assessment activities (e.g., HAZID, SIMOPS, JSA, PTW, TBT, etc.);
  • Participate in HSE audits, inspections on construction sites and address any HSE non-conformities / findings discovered to the contractor management;
  • Monitoring the status of compliance of contractor and sub-contracted companies with applicable HSE legal requirements;
  • Develop and monitor implementation of HSE programs developed by contractor during project activities;
  • Promote the use of Stop Work Authority, share lessons learned when it is used and reinforce use in regular communications/meetings;
  • Provide advice, guidance, and support to correct HSE non-conformities / findings reported and increase the level of safety culture on the project site;
  • Participate in safety meetings and address any HSE concerns that might have been discovered and monitor their proposed corrective action closure;
  • Provide support to contractor to develop and implement a Behavioural Based Safety Culture on construction site activities;
  • Participate in incident investigation teams as client HSE representative and monitor that investigation has reached its objective;
  • Monitor implementation of environmental plan actions from the BSOG perspective (including waste and air emissions) and keep updated the waste and emissions inventories and prepare all requested reports as per legal requirements;
  • Participate in emergency preparedness and response planning activities together with contractor and plays its role as per project site Emergency Preparedness and Response Plan;
  • Collect and provide HSE reports and statistics from project activities, as requested by BSOG Project Management or HSSE Manager.

Specific legal HSE Responsibilities:

Prepare legal HSE Documentation as stipulated by HG 300/2006, regarding minimum OH&S requirements for temporary or mobile construction sites;

Education & Qualifications:

Technical knowledge:

  • Specific construction OH&S Coordinator certificate as per Romanian legal requirements (Construction site OH&S Coordinator – Coordonator SSM pentru santiere temporare sau mobile) is a must;
  • Training and/or certification in related HSE topics such as hazard identification, risk assessment, work at height, Use of chemicals, simultaneous Operations, lifting and rigging, root cause analysis, emergency response, environmental is requested.
  • Also, knowledge of ISO 9001, ISO 14001 and ISO45001 standard series requirements is a must;
  • Industry certification/qualification (e.g. NEBOSH International Construction Health & Safety or similar) is a plus;
  • Valid occupational health certification is a must;
  • Minimum of 5 years ‘experience working in a similar position within the civil works/construction/ industry. Experience in road construction is a plus;
  • Must be proficient in the use of computers and possess excellent administrative and organizational competencies;
